Why doesn't a particular ETF get picked for my portfolio, regardless of risk level?

Our Investment team periodically assesses the fair value of the ETFs we invest in. When one is overpriced, it is excluded from all portfolios. When this ETF is fairly valued again, it will be re-introduced into the appropriate portfolios.
